I will tell you how I made Mine.

In my 180 gal tank I purchased suction cups, string netting, clear plastic liner, and cocoanut fiber to cover the plastic. The Crabs loved it! (They told me..) 

No but really, they were very active up and down the netting ladder, and you know they love the cocoanut fiber! I did think of this set up myself but I would like to know more 2nd level ideas you have too. Let me know!

I usually have two or three levels in my tanks. I have the main level and then I have some plastic containers turned upside down with some of the holes cut out, so that they will have doors to underneath it.. Then I have plastic suction containers, that holds the shells for them to go and check out and change into. I have netting on the back of the tank and then usually have another netting angling through the tank, along with some vines of some sort angling around in the tank for them to move around on.  I finally found my coconut fiber last night, after I finished the tank, so I might try to add it a bit at a time, if not, they do fine the way it is on moving on the plastic containers.. lol..

I think I got daughters camera to working, today I will get some batteries and get some pictures of the tank now. If you look in my signature at my Yahoo photos, I have a folder of tanks and it shows different ways that I have set up the tanks in the past.

I actually have made 2 second levels. One i made with a plastic locker shelf, and the other I made with this  container I have. I need to redecorate the locker shelf one.
